Only about 2% of Security Guards Worldwide are "Observe and Report", which is a Judicial Shorthand for something much larger, such as;
A Security Guard is a person hired in a quasi-law enforcement position to perform one more of the following functions: (1) protection of individuals or property from harm, theft or other unlawful activity; (2) deterrence, observation. detection or reporting of incidents in order to prevent any unlawful or unauthorized intrusion or entry, larceny, vandalism, abuse, arson or trespass on property; (3) street patrol service; (4) response to security alarm systems used to prevent or to detect unauthorized intrusion, robbery, burglary, theft, pilferage and other losses or to maintain security of protected premises. When a contract creator comes to the table, and client desires to decrease the recommended pay, capabilities get lined out, at times bringing capabilities of the Security team to the bare minimum of "Observe" and "Report", by policy.
This Subreddit is for all Guards, Deputy Power, Private Police and "Observe and Report". Don't mistake "Can't Do" Company Policies with Legal Capabilities and Law.

Winnipeg Police seek help locating a man with a knife who threatened a Security Guard
Winnipeg Crime Stoppers is asking for the public’s help to locate people who might have information about a retail theft where store security was threatened with a knife and a woman wanted on a warrant. To help generate tips, Crime Stoppers released photos.
On Jan. 2, an unknown suspect entered a retail store in the 500 Block of Mountain Avenue where miscellaneous items were stolen, the suspect was approached by security at which time the suspect brandished a knife and threatened to stab the security officer and fled the store.
Sabrina Boulette is the subject of a warrant of arrest for failing to comply with the conditions of a release order in regard to manslaughter in Winnipeg.
