Metallic, Circular Device with Button Covered by Cap

I came across this thing screwed to the ceiling of one of our closets. There is a twist/lock cap that keeps a black button pressed when it’s locked in place. House was built in the 60s, I believe.

Small plastic clip next to sash lock on a window

I am missing one of these small plastic clips on another window and I can’t figure out what they’re called in order to find a replacement. The clip pops out, but I don’t even know if “clip” is the right term for this thing. I’ve tried Googling “parts of a window,” “slide lock,” “slide clip,” and anything else I can think of related to what this might be called, but have turned up empty handed so far.

Brass plaque, clearly Naval but what is the purpose/where exactly is it from (on a boat I’m guessing)? No other info as it’s been used for engraving practice on the other side. 100x 200mm 3mm thick.
