request help with date, origin, value of vintage chatelaine with Roman soldier, star, and crescent from grandparents in Maine

I haven't been able to locate anything similar on the web. It looks like a chatelaine to me, but what date, origin, and value? It was found amidst random vintage items from our parents and grandparents, most from the 1920s through 1970s. My best guess is that this was passed down from grandparents in Maine, maybe 1930s. I see no manufacturer markings. Is this a man's chatelaine? Grandfather was a Shriner, but the star and crescent here do not match the Shriner symbols. The soldier looks Roman to me. The charms look like a whistle and some bottles/containers. I'm not sure what they're all used for. My grandparents also collected souvenirs from around the US, Caribbean, and Mexico in case this is some more recent travel acquisition from the 1950s. Thanks for reading.
