There are no regulations on trading, but keep in mind most of the userbase of Reddit speaks English, so English Pokémon will have a lower value on the trading market.
The Masuda method is a game mechanism where you can increase your chance of getting an egg containing a shiny Pokémon from 1/8192 to 1/1638 by breeding Pokémon from two different regions.
