Under the new U.S. administration, is there an existing plan to replace migrant labor with prison labor?

This question is probably for prison/incarceration experts. Part of the framing or origin for this question is my anti-incarceration and anti-fascist stance. I want to be better informed and prepared for future advocacy work.
