Can someone help me I can’t play online with the Nintendo Switch with a Ugandan flag this error code comes up 2124-3080 can someone tell me How to fix this issue

One of my 'friends' recently gave me his 2DS but not before telling me it wasn't really his. He said about 2 years ago he found it on the sidewalk and grabbed it. I'm wondering if there's anyway to find the original owner using the 2DS data or other things. It has a Nintendo E Shop connected to it as well as 2 wifi points. I'm not sure yet what else I could use to find this person. All and any help is appreciated, thanks. P.S. I've put this on r/Nintendo and got it taken down almost instantly. If this isn't the sub for this, please point me in the right direction. I'm just trying to do a good deed.
