The Diwali celebrations haven’t been institutionalised like new year, Christmas and Independence Day celebrations in the developed countries. Given India is now a huge economy, it’s the time for us to go bigger with Diwali. Here’s my proposal for the government:
Declare the whole week of Diwali as a holiday, starting from Dhanteras and ending on Bhaidooj.
On Chhoti Diwali, book the reserve the stadiums in the different states to organise a full day event that includes 1) Performances by biggest artists 2) Diwali maha yagna 3) A fireworks and drone show 4) A national Rangoli completion and more cultural events
Livestream the celebrations from different states
On Diwali, use the same stadiums to organise a Bhandara for poor people in the state. Distribute new clothes. Provide shuttle services
Make the sales of led lights manufactured by Indian companies tax free so the cities are lit up
Decorate the cities with solar powered lighting - Flyovers, Pillars, footpaths etc and decorate buses and metros etc.
Day after Diwali Holidays - Organise a massive Swachh Bharat drive to clean the cities.

This means that if a business fails to pay for their phone number for an extended period, it might get reassigned to a new user.
