ID needed in Canada.

Photo taken mid September on the north shore of Lake Superior, in a marshland bordering a river. There were a number of trees with this, always on the underside of horizontal branches.
They appeared too damp to be lichin, but I'm no mycologist, so I could easily be wrong.
