Process:
1. Realign the time zones to my closely aligned with their natural meridians. 
2. Isolate (kinda) the top metro areas. 3. Use geographical features where it made sense, but stick to many existing state boundaries. 

BTW, I did not pay much attention to the political ramifications.

What do like and what would you change?
