Pursuant to Part 4 of my mandate here, I designated the following 4 individuals to the Ban and Appeals Commission under section 66 of the Constitution; and are all subject to a Meta Vote under the section 6 of the Constitution. Section 8 provides the requirements for a meta vote to be in compliance with the Constitution.
Section 16 provides the circumstances for a Q&A in relation to any nominee. But is silent as to designees. There is a clear distinction between a nominee and designee; chiefly, that a nominee is a person who is nominated, that is put forward or recommended; and a designee refers a person who is designated, formally chosen to undertake what is mandated.
Although this means that my designees to the Ban and Appeals Commission can be subject to a vote of confidence immediately, I have chosen to provide the community with the benefit of a 72 hour Q&A Session, given the recent controversies. This is to preserve the integrity of the incoming BAC where they are confirmed by the Community. On the basis, I implore all members of r/CMHOC to put questions to the designees and to hash out concerns, particularly in relation to any impropriety and bias.
A direct copy and paste from my Mandate will be given below so that you may put questions to the nominees in relation to my rationale in selecting them for the position.
Section 66 of the Constitution provides that the Head Moderator can designate the members of the BAC, whom are subject to a confirmation vote with the threshold of at least 65%. Under this power, I designate—
I consider all of them my friends, if people seek to make an issue of that. Furthermore, I also see them all as the most competent persons for this, which maintains my view that competency, coupled with lack of controversy, is the right way to go for appointments that are analogous to a judicial body which seeks to serve as a counterbalance to overreach by the Executive. Moreover, I have further weighted my considerations on these designees for their diverse backgrounds in political views, gender and sexual orientation to give a rich and diverse perspective on matters which come before the BAC.
This Q&A Session will terminate at 6:30AM on Friday, December 13, 2024 (GMT-5). And the designees will be subject to a meta vote, particularly a vote of confidence, at 7:00AM on Friday, December 13, 2024 (GMT-5) which will last a period of 72 hours as per section 8(a). Under section 66, they must past a threshold of at least 65% in order to secure their appointment.
I invite the designees to provide opening statements; and I ask that all members asking direct questions ping the respective designees.
A proclamation has been issued Dissolving Parliament (SI/2024-1), as such, all bills die on the order paper, and all Members of the House of Commons are discharged from their meeting and attendance.
Meta: this means that parliament is to cease functioning, with all debates closed.
