HELP Having big arguments about what this is.

So I went on island tour around Krabi, Thailand and saw this animal two days ago. And since then we're arguing about if it is dolphin or sea cow or sth else.

Can anyone help??

Welcome to ROV SuBastian Divestream 529! This is the first dive of our cruise Octopus Odyssey! We are diving on Dorado Outcrop off of Costa Rica, where an Octopus Garden was discovered in 2013. During this discovery, an estimated one hundred female octopuses were found brooding their eggs together.
