Man who used to drink beer and cigarettes on publicly financed campaign commercials?
Assuming I'm not imagining this - as I can't find the video on various search engines - I recall once watching a video of a man who would take advantage of Canada having publicly funded TV space for candidates, by drinking beer and smoking cigarettes while saying extremely common sense things. Does that ring a bell?
