Yes, but you need to not be very known, (having few followers on twitter for example) or if you want, you can help new people to improve their art (You can have as many followers you want to help others)
No, every type of art is allowed, from drawings to videos, from sculptures to music

Only do constructive critics
Do: "I think it's very nice, but you could improve..." "I like it! Keep doing your work!" "I didn't like it, the (...) was very bad, but I think you could improve by..."
Don't: "This is shit, everything in this is shit! You should die because of this!
