What are these massive tarps all around Beijing?

Large areas around beijing are covered with what appears to be turquoise tarps. They appear all over, spanning entire suburb-sized swaths of land. They don't appear to be localized to agricultural land; I've found several between roadways, condo buildings, etc.

Architect/Owner Charles Sieger standing outside his $12 Chateau Artisan, aka Moat House, for Bing Maps photoshoot

Was just reading an article about the outrageous Chateau Artisan, aka Redlands Island Castle, aka the 12 million dollar Moat House. This house was built by architect Charles Sieger in 2007. It's been in the news often and recently was the location of Dwayne Wade's wedding to Gabrielle Union. Anyways, I entered the address in Bing and to my surprise the picture is of the front entrance of the castle, and standing next to the gate is none other than Charles Sieger himself. He's not looking too pleased to see the camera. Hilarious timing for Mr. Sieger, of all the days and times to be standing there.
