both I would say are decently intelligent, probably 120+ at the very least. They have different strengths - Takina is analytical, calculated, and a good planner, while Chisato is more creative, quick-minded, adaptive, and innovative in her problem solving approach albeit being less organized.
Since IMO the facet of fluid intelligence should be weighed higher than crystallized intelligence (the former is more innate while the latter is more of just a byproduct of natural raw intelligence, the correlation is there but it's not the main cause. While one could argue that crystallized intelligence could potentially enhance fluid intelligence in that there's a larger knowledge base to "draw/recognize patterns" from, and more data points means greater potential for generalizability, it is still IMO the fluid intelligence that provides the driving force for this pattern recognition to begin with, and unlike fluid intelligence crystallized intelligence is more environment dependent and a less "fair"/natural component), I would say Chisato edges out Takina in intelligence by just a slight amount.
Hence, I would place Takina at around 120-125 while I would place Chisato at around 130-135.

I will admit I don't know all that much about philosophy but I still see some potential in how Lycoris Recoil could segue into various themes in philosophy that could invite some interesting discussion.
The fact that Lycoris agents as well as the general public are raised to believe with question a certain system of beliefs could call into question the coherentism model of truth.
The fact that the early lives and details of Lycoris agents are fabricated by the government (and false memories and beliefs are probably instilled in them) could call into question the Lockean view of the self that is intimately tied to one's consciousness and memory (in which those can be manipulated as shown in Lycoris Recoil)
The fact that Chisato's altruism and no kill philosophy stemmed from her congenital heart condition at a young age could segue into the classic debate on nature vs. nurture.
And of course, the overarching theme of censorship of information and the characters in Lycoris Recoil being fed false information and accepting those as truth because they've never been exposed to truths outside the illusory model the DA provides heavily connects/parallels with Plato's allegory of the cave. This also segues to other ideas of Plato including that what is directly sensed/tangible may be an illusion, as exemplified by Lycoris Recoil.
Majima's philosophy of wanting "balance" against artificial perfection to make things more natural could raise questions on the naturalistic fallacy.
I'm not gonna actually write entire essays on the philosophy of Lycoris Recoil, but I just want to encourage some discussion.
