PC ver. Audio Extraction Tutorial
Took me a while to figure out, but you can extract the character themes (and all audio in general) using AssetStudio on GitHub. It's based on Unity, so tools that work for extracting assets in Unity games should work here, too.
*DIY Steps*
Download AssetStudio. There are three releases targeting different version of .Net. It doesn't especially matter which one you choose. Extract the zip file to a location of your choosing
Extract Folder > [navigate to install folder, ex: C:\Program Files\Netmarble\Netmarble Game\kofg] > navigate through Storage, Cache, and finally select the Assetbundles folder.
Choose a folder to extract the cache files to.
This will process some 8,000 cached storage files. They're like zip files for Unity.
After it's done....
File > Load Folder > [navigate to folder you created earlier]
This will take some time, as it will now load all the stuff you just extracted. There's a ton of stuff in here. Because we are interested in audio....
Filter Type > Audio Clip; then Export > Filtered assets
This will result in nearly 23,000 audio files, and will take probably half an hour to finish, depending on your system. ABSOLUTELY EVERYTHING is in here: sound effects, menu boops and more importantly.... character themes and stage bgm - all in their uncompressed WAV format glory. Yes collabs, yes menu themes, yes banner themes. EVERYTHING.

How are you doing? Hope, you are doing good. Today's the day we lost the game we played almost 7 years. That's right! Kofas long run has ended today and I can't express how bad I am feeling right now.

THE KING OF FIGHTERS ALL STAR - All 423 Characters CODEX ANIMATIONS
This is my farewell letter to this game. Loved played it, got powercreeped so I spent most of my time in the Codex... so I preserved it, in my way. I captured all the Special Attacks and Finishers for all the characters (Yes, even the clones....)
