If our average body temperature is around 98°, why does the same outside temperature feel too hot?

I hear homeostasis mentioned a lot with regard to the human body. It just seems intuitive to me that having the same temperature outside the body as inside the body would be the most comfortable.

Why do so many people prefer lower temperatures? Are there any benefits to our bodies being in cooler temperatures?
