Question about background checks from the DOD

So an envelope showed up at my job for what looks like a background check from the department of defense inquiring about someone who used to work here. Inside the envelope somewhere was the word military. I contacted this person and they have not applied for any jobs dealing with the government or the military. In fact they haven't applied for any job recently. Is it common for the department of defense to inquire about a civilian in this manner?

Are Cease Contact Orders a thing with private contractors?

I ask because my long distance partner received DoD clearance to haul specialized govt and military loads for the DoD (he's a trucker), and because I work for the Canadian Federal Government in the taxation department, I'm apparently considered a "foreign national".

This has apparently brought a Cease Contact order into play, meaning he's not allowed any interaction with me, and they frown on his contact with people that associate with me.

I know a few former US military members, and they say this doesn't surprise them. But I have a friend that's former USAF NG, and he say this sounds a bit sketchy. Even other partners of US truckers say they know plenty of people that have private military contracts, and the rules are definitely not that strict.

I was even told by my partners best friend that if he were to tell me anything about the Cease Contact over any social media, he can be fined up to $250k and/or face jail time in an undisclosed military prison.

Can someone in the know confirm or deny this for me please? I'm getting a lot of mixed feedback on this.

TIA.

DOD adjunction question for past marijuana use

I’m currently active duty military awaiting adjunction for my security clearance. In March of 2020 I popped hot for THC in the reserves. I etsd from the military honorably in dec of 2020 and got back in may of 2021. I submitted my SOR response with a memorandum from my reserves unit stating they had no idea what was going on. If they deny my clearance do I have any chance of beating this

order-swapping

Hello, i was wondering if order swapping was still on hold. We've asked our chain of command but they send us outdated articles that just talk about travel bans. And i myself can't find much information regarding ether. If you know of any website that would be great!

As someone that works in the federal government, do you think that many contractors will be cut due to budget stresses? Or will it happen next year since the revenue for this year has been planned out in its distribution?
