Let's Talk About The "Muh Roads" Argument in a Free Society

Who will build the roads? I think this is a pretty easy question to take down but I've been brainstorming the idea of what would happen in a Libertarian worldview of roads being built. Let's just say Florida went full-blown libertarian and now everyone in Florida can now drive on roads freely without statist restrictions. Let's just say lots of businesses come together to build roads as it should be prioritized for consumers to get around but if there are certain checkpoints at roads where you need to abide to certain rules does it pertain to the level of giving consent wherever you go whenever you drive your vehicle. Let's just say you have some teenagers that drive ATVs in Florida and therefore there are competing communities that have different roads prioritized for their different rules for business communities. What would be the regulatory measure for markets to prioritize situations where you have certain people that drive certain vehicles on roads where there are proper safety measures to make sure people can be safe wherever they go without having to deal with the idea that somebody wants to drive a vehicle that could potentially be ineligible for roads but certain people may experience some conflict of interest when approaching certain actors that can create social issues for road safety? I think roads will easily be managed properly for the sake of ensuring safety for youth drivers or older drivers but in terms of vehicle usage that is another issue that could be a problem in terms of how the rules of the road will be determined based on what type of vehicle you drive. If businesses are incentivize to create certain policies to make sure everyone's safe on the road I think that is something that will make a little bit of a harder view to see how that would play out. Either way I figured I'd ask.
